this isn't complete info.
while DLA is the only agency that can assign a NSN, they only do it through the proper channels.
for the army that means going through the appropriate proponent agency.
in most cases this would mean going through your local LAR/LAO, and having them work with AMCOM, TACOM, or CECOM. or possibly one of the PMs such as PMSKOT for tool sets. I have dealt directly with the PMs and they are user friendly for the most part.
I'm still trying to figure out who assigns non MTOE ADP equipment such as office printers. possibly GSA or DOD EMALL

Unfortunately due to the difficulty of Budget tracking, use of either of these sites with direct internet DODAAC billing is no longer allowed. use of the GPC card is still ok.
but both of these Departments do NSN assignment through DLA

for MTOE ADP like the PBUSE computer and it's associated parts its CECOM US ARMY COMMUNICATIONS & ELECTRONICS MATERIEL READINESS COMMAND at fort monmoth, but this also may be supported through one of the PMs like tools are with PMSKOT.

if you can find the part number and company cage code you could possibly order on a DD1348-6 use the part number and CAGE code.
not sure if you can do this in PBUSE yet or you have to submit the 1348 directly to your servicing warehouse.
doing this should get you the required item and will cause a requirement for that item, with enough requirements a NSN will be assigned.
