the commander has every right to be on PBUSE. both the supply SGT and the commander should have a signed hard copy of all HRs and sub HRs.

I don't see any legal / regulatory reason why not. I knew a lot of CDR's who spent time (too much time actually) on their ULLS-S4 boxes.

But it raises the question..... if the cdr is on PBUSE, who is commanding the company? And where are the XO or Supply NCO / Clerk?

Not to be flippant..... commanders tend to get deep into the weeds on supply issues during COC time (and should also be paying attention at other times too), and sometimes there is the issue of a weak XO or Supply NCO as well. But if everyone's doing their jobs, there really shouldn't be a reason for the CDR to be on PBUSE.

As a 2-time CDR (tank & hhc) I never had to punch a key on the ULLS-S4 box a single time, and I practically lived in my supply room at times. I just figured "the box" was the Supply NCO's baby, and neither he nor I wanted to cross that line. (And nobody had to buy anything during the change of command!) That's how it looks from this foxhole. Never used PBUSE, so I can't speak for that system, but to answer the original question, it doesn't seem like there should be a reason why CDR's are not allowed to use PBUSE.
