AR 735-5. The FLIPL is initiated by the person with the most knowledge of the incident.

13–5. Chain of command for processing financial liability investigations of property loss
Process financial liability investigations of property loss through the chain of command of the individual responsible for the property at the time of the incident if the individual is subject to this regulation.

You will still receive your document numbers from the PBO who manages the equipment, but the FLIPL gets processed by your command the same as any other FLIPL.

Need some assistance regarding FLIPL processing for WTUs.

I'm assigned to the MEDDAC and we have a WTB. The WTB has an O5 CDR and his own PBO. The garrison provided computers, phones and other equipment to the WTU and now some items are missing. The garrison has directed the MEDDAC to process the FLIPLs. I don't believe we should process because the hospital CDR cannot write off equipment that he doesn't own. Anyone have experience or regulation related input on the issue?
