Question, Our office is using the 10% cyclic inventory, and after 10 months that would adds up to the 100% per year. The question is do I need to print a 100% inventory and have the hand receipt holder sign that inventory, or would a memo stating the 100% inventory was or is completed?

By printing and signing the 10% cyclic inventory every month, the legal requirement should be satisfied; although, a yearly MFR probably helps as well. I also believe that the primary HRH is required to sign a full copy of the P/B every month, in addition to the cyclic inventory sheet. Hope this helps.
